1.health
2.happiness
3.and the number of houses.
The higher the rate of health and happiness the more likely villagers will ♥♥♥♥ each other and make babies for health I would recommend building gatherers and/or herbalists which together will increase your health to the max since gatherers produce 4 food types (mushrooms, roots, muttons etc) and herbalists which will keep ur people healthy. Make sure u put these two in well forest dense areas. For happiness i would start with a cemetery because without one happiness goes down then build a chapel and tavern because cemetery requeres the minimum of resources and trust me the chapel takes forever to build. And build more house so that new couples and move in and stuff.
not that realistic - i guess the developer hasn't visited inner city birmingham .. *spits*
Long story short: Only build a house when you've got at least one male and one female that are eleven or older.
A few houses per year usually does the trick, without draining your resourses.
