Side notes: using that "cheat mod" will disable achievements (like any other mod) and will not help you improve or teach you how to really build a self-sustaining town. If you really need to use it to survive, there's something you need to work on in your game.
If you want to use it as a kind of learning tool, my advice would be to free-build a townhall at the start to get access to the stats panel, then to disable the "free building" and try to use the "add stuff" buttons as little as possible. Use the stats from the townhall to figure out what you need to focus on more, and the "add stuff" buttons just as a safety net if things go really wrong.
Amd so cheating is forbidden or a question of morale? What kinda morale? Do you want to decide how others have to play? Whats next? What they eat? When do they sleep? etc.
If someone wants to cheat i have no problem with it. Why do you care?
