Citizens will automatically get a new tool when theirs wears out, if you are making tools and storing them.

Also having educated workers also means an improvement in production as well, this goes for all workers and the trades they are employed in so if you can make sure you have a school constructed as early as possible, and a tutor to teach the children, in the game or you'll end up with uneducated workers that are not as efficient as tools last longer with educated workers.
