Report a translation problem
Although I think he may have just been telling you to delete just that mod from within the windata folder. I'd probably still do this:
1. Make sure you aren't subscribed to any mods.
2. Delete the .../windata folder
3. Reboot computer
4. From within steam library verify files on banished.
5. Then try running the game
Correct, I was thinking it may be best to get his install back to the very basic. Hence my #1, unsubscribing to all mods. He could still easily re-subscribe to any of them at the end of this process. Of course if the OP is on a metered connection your way is far better. Either way, the OP has some good options to try.
