Doesn't necessarily mean building a civilization, but building and managing anything.
I go way back to "tycoon" ,"theme" or Empire Earth.
I'd play Empire Earth right now, but it's old and my current windows doesn't support it.
If you're just looking for management / building then i'd recommend:
1. Two Point Hospital (soon to come Two Point Campus)
2. Railway Empire
Basically anything that requires planning and resource management and doesn't include and enemy army that needs to be defeated to win.
p.s. I do that too, e.g. Empire Total War etc. but its a completely different type of game imo.
Pretty much any Civ title save for Civ 6, which was seriously broken.
The older titles of The Settlers.
Thea the Awakening. Only ever played the first part, but it's quite nice and immersive. Only the combat can get boring eventually.
Timberborn - although this is still a work in progress and has a number of kinks to work out, I see some great potential. Also quite chilling, since things really cannot be rushed.
Rimworld. Has a lot in common with banished, only on a world far away in a time yet to come. Can be very dark if you want it to be - including eating human flesh, selling human leather or organs that you... butchered out of prisoners.
I know I played other titles as well, but the Sim City line and Cities Skylines are very, very different indeed. As is Frostpunk. *shivers* Age of Empires and Cultures were too much focused on warfare for my liking. I didn't like Black & White at all, since I eventually didn't know how to continue. For Planetbase, once you got the start down, you have no reason to play this game ever again as it has quite some interesting... features (AI bugs) that make it not only hard to manage, but also quite boring once you found a way to deal with it. I used to like Patrician 2, but found it moved a little bit too slow eventually. You just need to find the right point in the game to automate pretty much everything, or you're hopping from one trading route to another to the next. Endlessly. That being said, while Patrician IV has much better graphics, I didn't like the gameplac nearly as much. Galactic Civilizations and Endless Space - you really have to like these kinds of Sci Fi games if you want to enjoy the games - but Endless Space is way better unless you just want a futuristic Civilization game... The science trees in both are pretty hilarious though, if I remember correctly.
I totally agree with you in regards to the Anno games and the Civ games. Civ 6 is just bad, the direction they went with it and all the bugs.... horrible game. Haven't played some of the others but considering how much I agree with your views on Anno and Civ I am going to take a look at those others.
Are you looking for city building or more tycoon? More sandbox like banished or something mission based?
Planetside is also good and quite challenging but limited in scope and lack replay-ability once you have completed all the achievements and challenges.
I found Ostriv, Transport Fever, Train Fever and Rise of Industry interesting at first but rapidly becoming a 'rise and repeat' exercise once you had mastered the concepts.
Patron and Settlement Survival are still not finished products so its hard to say.
