Banished runs fine, there's nothing wrong with it that I know about. I don't use Win11, so I can't speak to that if it's causing you some sort of related problem.
If Banished isn't running, disable any mods if you're using them, then get Steam to Verify Banished files to make sure they're not corrupted: Steam-> Library-> Right-click on Banished-> Properties-> Local Files -> Verify
Otherwise, tell us what the issue is and we could try to help you solve the problem.
Or your graphics somehow got deleted - in whcih case Morkonan's advice is what you should follow.
I'd expect you didn't have to do all of that, seems like the issue was a you issue (no offense). But for future - from steam page you can right click a game in your library > manage > uninstall.
Also "deleting all the files i could find". I wouldn't recommend that and doesn't sound like you know what you're doing with a PC so even further not recommended. Hope you have your disc for your windows backup. Maybe this is why all your steam games, as you say, have issues.
Also highly sounds like a mod issue. Not all mods are compatible with each other. Mods are user created, not steam or the game developers. User mods aren't looking at each other to make sure they'll work with any other mod. Sometimes in the description they'll note not compatible with X mod, but that's just what the mod user knows. Mods are enabled by your own discretion.
And also user mods are created based on the version of the actual game that the user created the mod. Again not always compatible.
