Game wasn't updated in few years, when did you last play?
Because, a lot of people that play this game, and think it is bugged out, it is the actual way the game itself is intended to play. Like villagers taking and hoarding food, that is normal game play by the AI, it sees, a citizen, and that citizens requires 100 food per year, so it allocates that food for that person, and then that person puts the food into his/her house. So does each person living in that house, continues to add to the 100 each, until they reach their personal quota's. If the person cannot get their 100 food. Then that can and usually does begin the starvation cycles of death to the player. But, again, this is part of the Games Mechanics, and it is the player, who has to work with the game mechanics to make the game play properly. lol.
Homeless people not moving into a community house.
I don't know the last time I played, but I built boarding houses and the people wouldn't move into them and would just die.
If someone has suddenly gone homeless, it is because they cannot path their way back to their homes. Usually caused by building a bridge, and a labourer goes all around a lake, and discovered the distance too far to reach their house, so they end up homeless, and starving as well. Begin your bridges from your home location towards the other side of the map, and that usually fixes that issue no problem if it sometimes happens.

Other reason would be a pathing issue and the homeless person being unable to reach the boarding house.
