I always use the big Colonial Charter mod which has its own flatten terrain tool (currently 1.76), Increased CC and Slightly Ridiculous Storage - all available from BlackLiquidSoftware.com. From WorldofBanished, I almost always add in: kid1293's Colonial Housing, Bed & Breakfast and Forest Outpost; Red Ketchup's Creepy Cemetery, Colorful Two-Story Houses, NMT Little Housing2, Garden Walls Utility, and NMT3.0MultiStory Housing; and I add Discrepancy's Townhouses and Pick & Hen Tavern.
I would not start with MegaMod. It's HUGE and can be really confusing, but it is also a good way to find out which mods are out there and which ones you want to use.
Just put the mods in the Steam\steamapps\common\Banished\WinData folder.
