Report a translation problem
If that's the case, open your antivirus and check that it's not flagging Banished as unsafe, making it crash when it tries to save. Mark Banished as safe in the antivirus' preferences and it should work fine.
If it crashes on starting and you have a headset or controller plugged in, try unplugging them. If you have no valid speakers, try plugging in a headset. (I can't remember if the issues happen when you have or don't have a headset plugged in, but for some people, one of those can mess things up for several games on Steam)
If that doesn't help, keep CTRL pressed while starting, to bring up the options menu first and check that it's using the correct video card and resolution.
If even the options refuse to launch, try the good old "restart everything" (whole computer and Steam) that tends to solve the issue when random games randomly refuse to correctly open.
