To reduce growth, only build a few houses a year. To increase your population build 1 house for every adult male/female couple still living with parents. If you stop building houses for a while, you may find your population grows too old to have kids :(

----> TIP # 8 : ----->HOUSING VERSUS DEMAND
1. One house can hold one familie of 5 people. Each villager ages 4 years every year.
In average 1 house per 2 adults should keep your population " renew " themselves.
You cannot reach your goal population and then just sit on it, you must make space for the younger generation. A couple will have so many children, then stop. Their kids will live with them until they get their own house. If there isn't one, they won't move out, won't pair up and won't have kids.Building a house IF you want them to move in and have more children is HOW you manage the population (must be aged > 16 but < 40) . You shouldn't "pre-build" because someone will always move in immediately.
HINT---> A boarding house comes in handy when you upgrade wooden houses to stone and to take nomads in. At all other cases citizens prefer a house for themselves to start a family or they stay with mum and dad.

You can read more here if you want ;)

lol, I have the oposite problem to OP; abundance of food (over 20K in storage), housing, clothing, firewood etc but population stubbornly hovering around 25 to 30, its a joke.. The CC charter mod is more like work than a game, trying to work out what sill little quirk is stopping things form progressing this time..

Some of the houses in CC can only house 4 people instead of 5 like the vanilla houses, so it might slow things down. Other than that, CC doesn't change the AI when it comes to population control.

I always play with CC and have no problem increasing my population. Until I have about 100 citizens, I make sure I build a new house for every male/female couple still living at home. That tends to make the population increase fairly steadily. This means you have to keep increasing food, tool and fuel production as needed too.

If CC is too much, you might prefer playing with several smaller mods instead. I really like kid1293's Colonial Modular Resources v2.01 and Colonial Modular - Housing v2.01. I also like his Forest Outpost v2 Fixed and his Bed and Breakfast mod. Red Ketchup's (RK) NMT3.0Series: Crops for 1.0.6 - 1.0.7 will give you 10 or so new crops and he has separate mods to add Goats, Bison, Pigs, etc. He also has some nice new houses such as NMT Little Housing 2. These are all available at WorldofBanished.com. You do need to become a member to browse/download mods but it is well worth it. Be sure to use the mods designed for Banished 1.0.7. CC Docks is available from there too - it's one of my favorite parts of CC.
