Question about Herbalist healing

I have a question about the Herbalist. I tried to find the answer online, but I couldn't find the exact answer I'm looking for. Hopefully, you guys can help me :)

I know that the Herbalist will gather herbs from nearby forest (within its gather radius) and then deposit those herbs into the nearest drop spot. Then villagers who are low on health will pick up a herb and go to the Herbalist's buiding, where the Herbalist will use this herb to heal the villager.

The problem I'm having is that when the herbalist building reaches the limit of herbs which can be stored, the Herbalist leaves to work as a Laborer. But when this happens, the people who visit the herb building for healing don't get healed anymore.
I literally just saw three guys walk to the herb building with a herb in their inventory, stand there for a bit and then leave because the Herbalist was messing around somewhere else picking up rocks.

So my question is, how can I stop this? I want my guys to be healed when they need to, but I can't prevent the Herbalist from jogging off when the limit of herbs is reached. The only way I can think of is to always keep increasing the limit of herbs, but I don't want to end up with a thousand herbs that I'll never use.

How keep herbalist at herbalist shop? Increase the ceiling for herbs.

I mentioned that in my post already. I know I can increase the limit, but I didn't want ot have a thousand herbs that I won't use.

Thanks, I'll try to trade them and keep the herbalist gathering at all times :)
