Stone docks and Quays

Can I build any types of buildings on them. If so, I cannot figure out how.

I'm assuming we're talking about Colonial Charter: The Quay pieces are only placed between buildings. The only thing you can put on top are "ghosted" versions of Decorative Items. There are several buildings that go with this set that work on the shore, such as a house (2 variations), storage, fishery, tavern.
