Spell Scroll Frostbolt not spawning in shop often enough

This is based off of 1 round, so add in the replies what your experience is.
But i just had a round where I tried frozen flame for the first time.
And I have it equipped and the spell scrolls didnt spawn.
I play 5 rounds and they dont spawn.
I start selling all of my items and all of my bags and spamming the shop refresh and in a total of about 40 shops i finally see one at the very end.
In that time I got 4 frost books and 3 frostbite swords but not a single scroll.

These things need large numbers of tests to give accurate statements of actual item spawn rates not just one guy complaining about potentially just being unlucky, so if you do frozen flame runs add here what your experience is.

I have more of a problem with the fact that the Frostbolt Scroll is used to upgrade 3 different items, but you can only (rarely) get it after getting the sub-class item. This will only get worse if more frost item recipes with the Frostbolt Scroll get added, as I hope there will be.

Some way to get a basic frost item earlier in the game, before you decide to get the Frozen Flame or not, could help. Maybe a way to craft a Frostbolt Scroll out of more basic items would be good too.

Yeah I just tried frozen flame 3 games in a row, for the entirety of the games I never saw a single spell scroll frostbolt. I looked up if it was craftable because it felt like I was doing something wrong
