It isn't a GREAT perk, but I think it is good for 1 to have to kill some time on things.

Yea. For anyone who uses the Reinbeck and or doesn't need the Extra Ammo or Extra Health (Thick Skin), Toolkit is useful.
Though it does take a fair amount of practice to do so.
Extra health doesnt really matter much at all, if you are taking health damage its because you either have to, or made a mistake(missing a shot, going one step to far, reloading at a bad time, etcetera)
Tookit is really useful on any map with plenty of things to interact with, counterfeit and undercover are good examples, no mercy as well, in it goes loud before you stealth it fully you gotta repair and set those saws up pretty frequently, and during stealth when you have to look through the pages, checking each page 20% faster is pretty useful.
While im not trying to knock the benefits of thick skin or extra ammo, im just saying that the toolkit offers a bonus that can't be made redundant with skill, good timing and awareness will let you keep self sufficient with ammo and health, but faster interactions can only be done with this one equipment slot item.
But if you watch the video linked above, it's pretty clear that the difference between having a toolkit and having no toolkit is barely worth mentioning, and personally, I'd rather bring something like extra startout ammo.
When Diamond Heist is done quick and stealthy with the Toolkit, you can do without extra ammo and thick skin (which I never use). If the codes for the vault work you can loot and run to the helicopter without much incident. If they don't work, you can prolong your armor, health, and ammo by always running to a different floor and wing of the building than from where the enemies and their smoke clouds are spawning (the audio will frequently give away what locations enemies will be spawning at next).
