Report a translation problem
There is a switch to turn these setting on/off for each game. Right click on the game in steam library and choose properties. "Steam Input Per-Game Setting" ; “Use your Global Steam Input" for on, "Force Off" to disable.
Try deleting the ini file, the game will create a new one at default.

Turning off DS4 and using the Steam Client controller interface might give you different results.
Turn that "Per-Game" switch on and setup your device from Steams main menu Settings/Controller/General Controller Settings.

All this does is rebind the buttons so they are in the proper position, A being X, RB being R1 and so on. It does not change the button graphics in game, as the PC version of Black Flag doesn't support PS4 Controllers. Also, this works for wired controllers, mine is wired.
