PS4 Controls are off
Trying to play this game with a PS4 controller. Even with the Ds4 program, the control scheme is scuffed. What should be "A" is mapped as "X" or "B" is mapped as "Y". Even went into the Ds4 program to switch these messed up controls and they still are not correct. Anyone know how to fix this issue before I refund?

If using Ds4 turn off Steam Client controller interface.

There is a switch to turn these setting on/off for each game. Right click on the game in steam library and choose properties. "Steam Input Per-Game Setting" ; “Use your Global Steam Input" for on, "Force Off" to disable.

c/documents/Assassin's Creed IV Black Flag. This folder stores any controller /KB configuration changes (Assassin4.ini) and graphics config (GFXSettings.AC4BFSP.xml)
Try deleting the ini file, the game will create a new one at default.

The game does not have native support for PS controllers. In game on-screen prompts will be xbox button command labels, I don't think you can get to those files to change them. If the game is not allowing to remap the buttons, you might be able to swap them in that ini file.

Another popular emulator app, e360ce, it might work on PS controllers.

Turning off DS4 and using the Steam Client controller interface might give you different results.
Turn that "Per-Game" switch on and setup your device from Steams main menu Settings/Controller/General Controller Settings.

I don't have the game installed on this PC at the moment so I can't copy and paste over inputs I had to make it easier. Anyway I went into the controls ini file (I don't remember the exact name of the file so you'll have to find it). All the controller input values are numbered incorrectly, they are all set a value down. You will need to set them all a value up, ex: <nameofcontrollerinput> : 14 would need to be set to <nameofcontrollerinput> : 15.

I am terrible at explaining things so I hope this kind of helped. Good luck :)

Hello! It turns out that the mapping doesn't need to just be increased by one, it's all sorts of scrambled. I've gone through and manually remapped everything that is needed, so all you'll need to do to get your PS4 controller working for Black Flag is to copy and paste this bit into your Assassin4.ini file, found in your computers Documents file, at C:\Users\Username\Documents\Assassin's Creed IV Black Flag. You'll need to replace the Wireless Controller DefaultBindings at the bottom of the ini file with this.

[Wireless Controller DefaultBindings] Button1=1 Button2=0 Button3=3 Button4=2 PadUp=64 PadRight=65 PadDown=66 PadLeft=67 Select=8 Start=9 ShoulderLeft1=6 ShoulderLeft2=4 ShoulderRight1=7 ShoulderRight2=5 StickLeft=10 StickRight=11 LeftStickUp=130 LeftStickDown=130 LeftStickLeft=129 LeftStickRight=129 RightStickUp=134 RightStickDown=134 RightStickLeft=131 RightStickRight=131 QuickWeaponSelection=-1 Inventory0=-1 Inventory1=-1 Inventory2=-1 Inventory3=-1 Inventory4=-1 Inventory5=-1 Inventory6=-1 Inventory7=-1 Inventory8=-1

All this does is rebind the buttons so they are in the proper position, A being X, RB being R1 and so on. It does not change the button graphics in game, as the PC version of Black Flag doesn't support PS4 Controllers. Also, this works for wired controllers, mine is wired.
