Other than compatibility mode, is there any other troubleshooting you've attempted?
If you haven't done already, I would advise verifying the game's files[ubi.li] as this should rectify any potential issues caused when the game was updated.

Edit: Ok now I fixed all hurdles with a simpler solution. And just rebooted my PC and tried it again to confirm its success. I had to go into compatibility settings and check the "Run this program as administrator" I don't need to turn on Windows 95 or nothing like that and the game launches from Steam without having to manually boot Ubisoft Connect first.
