You probably saw the Deluxe edition for ACIII and mixed the 2 up.
- You won't be seeing a sale on ACIV this year, especially not a month after the PC release.
I don't see a Gold on Steam. Just the Digital Deluxe (Which I pre-ordered).

Salvation - yes, it is for US only. Which is why anyone outside of the US will not see it on their Steam stores.
To the OP - the only difference between pre-ordering the DDE & the Gold edition is the Gold edition comes with the Season Pass, while the DDE does not - both editions will have the exact same DLC (via pre-ordering, I believe this will change once pre-order's are finished). So if you have the option to buy/pre-order the Gold edition... that is the one to buy.
For those without access to the Gold edition (and don't want to try ordering from Amazon.com with a fake US address), you can get the DDE & Season Pass from GMG for $85 US (which would cost $95 US if bought on Steam), which is only $5 more than the Gold edition.

you just need to access the american store though the american website.
