Sharing these events happens automatically, you should get a notification for when it happens on the right of the screen (if you have updates enabled in the options). The events are marked on your map in blue. For example a normal convoy will be marked in white and the special 'social' ones will be in blue. Same thing goes for the special chests and white whales.

hmm havnt seen any social stuff, myabe i turned it off somwhere?
is that why i cant acces me fleet?

I think there is an option in the HUD menu to turn notifications on/off. IIRC it's called updates. As far as I'm aware you can't turn the social events off, but I could be wrong. In either case the special chests, convoys and blue whales will be marked on your map with blue icons. They're fairly rare events so they aren't something you'll find a lot of.
As for Kenway's fleet, there's a known issue that prevents it from loading. I was able to get this fixed with a mod from nexusmods.
