Report a translation problem
You can pass them facing into them, but if you're facing the same direction then you're safe too I've found meaning at worst it's 90 degrees you have to turn either direction.
I don't have a problem with them really.
I had that strange "waterspout following me around" when I was attacking a fort (the furthest one to the West). I was circling the fort's island, and the spout was doing the same thing, in the opposite direction. It think it was "scripted" though - as soon as I destroyed all the towers, the weather cleared up immediately. By the time I docked, the sun was shining.
It definintely made the battle more exciting, but it seemes a bit silly to have a waterspout circling the island. Maybe make it a bit less obvious?
No problems with rogue waves - I've always had time to turn into them, so far.

You don't have to face the wave directly, if it hits you directly on the back then you'll be fine.
Last night i encountered a storm where 3, yes THREE waterspouts converged in front of the Jackdaw
To add to that, throughout the storm, no less than 5, yes FIVE waterspouts hit the Jackdaw
Thankfully, it's hull strength was fully upgraded and i braced every time they struck
That does not quite seem right that such a storm cell could form
I had a bad time last week. There was a storm with watertornados, 1, 2 or 3 at a time, and rogue waves one after the other. It lasted three days.
No sooner did I sail into the one rogue wave then the next hit me and I lost half of my crew. I was not able to get into a port because you can't leave the wheel in a storm, no fast travel either.
I kept having to attack and board other ships just to get a few new crew. Of course while attacking, the rogue waves hit from impossible sides. And I lost another 6 or 7 crew.
I tried to sail to the north and the east, the storm was everywhere.
I logged out, waited until the next day and then it was the same again.
Just yesterday it was finally better. I think that must have been a glitch. Very annoying.
Lucky me the hurricanes are a joke, they deal almost no damage.
I think its a random factor. Some storms last for (real world) half hour, others just half minute.
Moreover...like literally everything else in this game, the 'use weather to make it more dramatic' approach is overdone. Tornadoes while taking forts: Overused. Tailing: Over used. Eavesdropping: Over used. Weather clearing dramatically as a narrative piece or fort battle ends: Over used.
Its like they are completely out of ideas. For the narrative. For mission types. For set pieces. Its like the developers themselves have grown tired of this franchise, and just...don't care any longer.
While I would love a dedicated pirate game on this engine, I can safely say I have learned my lesson. AC IV is my last AC game. Ever.
I have had some encounters with annoying waterspouts couple times, but usually they just pass me and dont head back. Rogue waves have been no problem at all, always giving me enough time to prepare. My storms also haven't lasted very long. I can't say my experiences mirror your own.
I agree though that intentional storm when attacking a fort was annoying.
You know, most of the time you can just steer clear of the storm completely beforehand. When the wind picks up and you see a gale toward your ship, some crewmember may even say "theres a storm coming" or something. Just change course. :)
Sometimes you get the warning about rogue wave, but before the warning finishes the wave hits you; that is the most annoying type of rogue wave
The fort with the storm reminds me of another game (Monkey Island 2)
In that game, the fort of the baddie is described as 'surrounded by an endless storm'
While some pieces may be overused, do not let them dull your love of the Assasins Creed franchise
