Same probleme here, to stop that, go on your AC4 directory (steam/steamapps/common/Assassin's Creed IV Black Flag), open directory "_CommonRedist", then you have 3 dir(directx, vcredist, dotnet).
In these 3 directories, search for the files "installscript.vdf", and delete them all(4 files for me).

I had the same problem. .NET requires at least 2gb for installation, and if you don't have enough space on disk C, .NET would try to install each time. But I don't understand, why it is necessary. Hardly AC4 was developed in C# language)

.NET isn't only for programming with C#. You may have noticed after VB6 they started calling it VB .NET... then evenually VS .NET.

Even if you disable the .net as mentioned in the second post, a good chunk of the executables and dlls art still made up of .NET objects.

.NET Framework used to be a pain, now it's pretty well required and isn't a problem for most people. If 2GB hd space is an issue, your problem isn't filling it up with .NET, it's why in the heck have you let it get that low. Your system is not running optimally if you have that little space available.

EDIT: I just noticed in the title that this happens every time you run the game. So I'm thinking your original installation got botched. Do what post number 2 says.

I've already cleaned up space in my C disk, and problem was solved. But thanks)
