Bought Illustrious pirates pack, but how can I tell if it's activated?
I bought the Illustrious pirates pack, but nothing seemed to download via steam. I opened Uplay and the game itself , still nothing anywhere telling me I have the new DLC content. How do i tell, and what do I do if it's not activated?

If it's active, there'll be 3 locations on the world map marked with 2 letter icons. Those are the areas that the DLC provides, which are basically the same areas people who pre-ordered or bought the gold version of the game already have. They're just missions where you go in, open 3 chests and then leave.

Same here. The new islands haven't appeared for me. When I bought it, I was in a part of the story where you don't have access to the ship travel. Maybe that glitched the install?

Have you entered the product code for the DLC into uplay?

Doubtful, since I bought the Gold edition, which had all those islands in it to begin with, and I had access to them the second I could travel the seas. The issue is that Steam only handles sales of this game, everything else is through Uplay, so buying a DLC for it through Steam only gets you a product code which you then have to redeam through Uplay in order to actually use what you bought.

Once you buy the DLC's check your Steam Game Library and view product keys on steam for AC4, Copy thse keys, launch UPlay and activate or redeem new game/product. Enter your key/s and you should be good to go.

This is how it normally works for Ubisoft games that are purchased through Steam I have found.
