I have not discovered any whales underwater.
I have done all the underwater areas and wish there was more than what was offered.
Keep in mind if you get killed underwater then you will not necessarily lose any item or chest looting that you have done previously.
That's nice, it would suck losing all progress if i die. Something about the sharks and the ocean i find extremely creepy. Since i cant fight them, makes me feel like fish food lol. Getting lost in the water is pretty scary too not knowing where the shark is. I had the same problem with Farcry 3, its even worse in first person since you have no idea where the shark is and no diving bell or bushes to hide in. I skipped all the underwater stuff in farcry 3.
You can't until later in the game.

Another is part of an easter egg cutscene if you look through a porthole in a sunken wreckage you will see a whale being attacked by a giant squid/octopus.
