how do you get to the treasure map on great iguana?

Hello all, I just spent 20 min running around great iguana to try and find the last remaining secret on it.

I see the treasure map on the radar, but I can't find a path to it. and when I try to get there by sea, the wall comes up saying its not available at this time.

so how do I get to it?
