Why is second assassin contract not showing up in Grand Cayman?
I saw that it said 1/2 assassin contracts in Grand Cayman but i cant do the 2nd one.Why?

I had the same "problem", which I solved yesterday. That's simply because that will be, chronologically, your last contract and it won't show up until you've finished the other naval contracts (it's not an assassin contract although it has the same icon).

No wait you're talking of something else, sorry. The reason might be the same anyway.

Not sure it still helps, but as it puzzled me for a while, here's the answer:

It's because you need the diving bell (the target is in a smuggler hideout you have to reach undersea).

Just follow the main story until it will unlocks the diving bell and the contract will be available.
