Can social chests even be found anymore?

I have spent hours reloading my game at the mansion bedroom and can not find a single chest. This achievement is driving me insane.

Yes they can. I don't think it requires anything more than maybe an internet connection for them to occur. Social events seem to either have a cooldown or just RNG on when they will appear. I only have 4 friends on Uplay and they're all always offline.

There's also a map you can find online of all the social events if you want to try visiting each one. I found a social chest randomly in the southwestern sea while doing some area completion.

I haven't found a social chest yet, but I've had the other social events show up (white whale and convoy) and I have no friends on Ubisoft Connect. Does having friends on there only affect the chests?

Yes they could, I got the achievement by using a interactive map, making sure I had friends online and going to every spot. They spawn randomly from 6-12 hour intervals

Perhaps besides having some people upon your Ubi' Con[ubisoftconnect.com]'s "Friends List" you also should take a look into this guide because it contains such locations inside a world map. Just a friendly suggestion, though.
