If not it is possible the target fled and thus u may need to come back to this area at a later time.
Happened to me before as I wasn't ready for it and he some how spotted me and then it said "The target fled the area, come back at a later time, when the target re-enters the area"
Also depending on what contract u have, the target might be in a room or something. I had one like this where there is a temple and the target was inside, so it was hard to spot him without getting close and sneaking past guards and such.
I'm just not sure as far as in-game time how long it can take for a target to come back to the contract location, it varies from what others have told me. I usually don't pay attention because when it has occurred, I simply moved on to something else and came back later and was able to find the mark and then complete the contract normally. It is just annoying because Contracts are an Optional Objective type, and thus they would remain on your HUD at all times, even if u take on another contract or mission. So yes is annoying.
Also try quick travel to another location, then exit back to main menu so it basically closes out the game engine. Then reload your save and see if that helps.
