Game blurry, and unplayable.
I played ACIV back when it first came out for about 50 hours of gameplay, completed it, had a blast, even when I first started playing the game i was having this issue, and when i came back to the game yesterday to do another playthrough it started again.

When I load into the game, there is a black border about a inch wide around my game on the edges. I know this to be a resolution problem, and it is easily fixed with several different things, however, none of the usual fixes work. changing refresh rate to 60 on steam launch options normally works. Or simply setting the games resolution to 1920x1080, but that doesnt seem to work either.

On top of this, the game is INCREDIBLY blurry and grainy, to the point that I literally cannot play the game because I cant see what I am doing. I've searched the net for a fix to this, and the only suggestions i could find is changing my computers native resolution "which didnt work" and updating drivers. Which also, didnt work.

OS: Windows Vista 64 bit

Graphics card: ATI Radeon HD 6700 series

Processor: AMD Phenom xII black edition 3.4GHZ quad core

8gb of ram

I doubt my system specs are the issue, but i thought they might help regardless.

I have also tried using Catalyst Control Center to resize the display, etc, to no avail.

It might also be worth mentioning that I upgraded to a HD monitor after i stopped playing the game, I imagine it may have something to do with it, but I works fine for any other game.

Yes, as I said before, playing on the same resolution as I normally use, I have gone through the entire list of resolutions just to make sure.

The intresting thing is it looks MUCH better in a screenshot, but it still looks like ♥♥♥♥

Actually when i originally coppied the link it was as big as my screen, not sure why it shrunk

If your not actually going to post suggestions and are going to simply comment on the size of the screenshot, dont post.

How did I not properly desribe the issue?

When I play the game, including when im just sitting on the menu, the game is extremely blurry, it is so bad, that I cannot read the text on the menu, I can't play the game because I cant see anything.

Thats the best I can tell you, its bizzare, and I have no other way of describing it.

It almost looks like its on the lowest resolution possible, even though I have it set on 1920x1080

And here is this aswell it seems to show the issue much more clearly than a menu screenshot.

Also, I'll try what you suggested

No luck, I've also gone through the ini file, and it confirms that the game is set to 1920x1080.

But it still seems to revert somehow

Update: I've been playing around with Catalyst Control Center today, It seems the only fix i've found is turning on Centered timings, that seems to eliminate the blurryness, but it makes the screen for the game about a 6 inch square. So obviously, this isnt going to work, but maybe its something to go on
