i've tried looking it up but i can't find it anywhere, and I really want that officer's uniform

Go through the missions you have available. some of them will show a ( ! ) this mission will unlock [city]. Just do those until you unlock the mediterranean sea. It's one of the last few or even the very final one you'll unlock though.

Great Reputation II sails to Barcelona.
Barcelona is suppose to unlock after you do A Long Voyage (North West Europe, Galway).
