Castillo de Jagua Glitch? Can't do naval mission *FIXED*

Updated: Should have tried this before I posted (duh) but for those experiencing similar issues... I looked up online the name of the naval contract associated with that fort (for reference it's 01 Eye for an Eye). I went into the progress tracker, and despite it showing I had 100% completed it, I replayed it, and now the fort is showing as being 100% complete.

OP: Sort of confused as to what's going on here, maybe someone has a solution. I'm at like 99% sync, and despite having everything in the game shown as complete, the world map still shows I have 0/1 naval contracts completed at the Castillo de Jagua Fort. When I visit the fort, which obviously I've captured, it's not repaired, but I have access to the store to repair and upgrade my ship and the guy is there I can pay off to get the Hunters off my tail, but no guy to talk to for the naval mission. Anyone else experienced this? I've encountered plenty of other glitches in this game, so I'm not surprised, but hoping there's a way to fix it other than restarting my 99% sync save file :(
