Warehouse Key Holders.

I have tried to get into several warehouses. I have never been able to find the key holder except in the first warehouse attempt. Even with eagle vision they never appear. I've gone to the trouble of killing all the guards but no key holde anywhere. I did find a key holder a second time but I was ambushed and the key disappeared never to reappear again. Any suggestions on how to fine the key holder?

1. If you get the quest and leave the warehouse is emptied and you can't loot it.
2. If you get found and they ring the alarm the key holder will run to the warehouse and empty it.
3. The key holder is always walking around in the same area, you need to find that area and scan with eagle vision.
4. Always go for stealth.
5. Never leave the area until you are done.
