I finally found out after having progressed long enough in the main story to suddenly find the island completely accessible - not only a little part of it which is accessible arlier because you get a mission or quest there.
For those who find it a long wait because they've upgraded everything else - Jackdaw upgrades and Edward crafting plans alike - much earlier in the game ...as you also mention... there is always the option of simply buying the pelts of Red Howler Monkeys and/or Black Jaguars.
If nothing else you'll go there when you have progressed a little over half way through the game, either on a mission or to find the Elite Heavy Shot Storage plan.
A little earlier in the game some of the island is accessible, but I don't think I've spoiled anything by saying ca. when the whole thing becomes available (and thus also the upgrade plans), because everybody will prefer to know after having sailed all the way to the island a dozen times just to find it's still locked ('unavailable in the current memory' I think it says).
On a side note, I still need the rope dart... I have to prgress further in the game in order to get it, which is kind of understandable since I'm only little more than half way through the main story (57%, I think, or was 63%? Forgot, heh, but you gegt the idea).
- Oh yes, that's right, it Was when I got stranded with that other guy on the island that it was fully open to be explored for the first time. I used the opportunity to get that elite plan from a buried chest I'd been wanting for so long: The very last of the Jackdaw Elite Upgrades were there, the 'Elite Heavy Shot Storage', given you 4 heavy shots instead of 3 and that actually means something when you have so few.

It may be that I mistake Red Howler Moneys for just Howler Monkeys, but I don't think so. The way I remember it I did note that one was supposed to have reddish fur while I imagined the other one having brownish fur (their fur is actually black, or so dark that they're more or less indistinguishable.
Anyway, thanks for sharing your thoughts on this issue. I find it interesting that I'm not the only one who experienced it this way, and I can't help but think there must be others who remember it the same way too.

[1*] - When you hit the 'Tab' key - After having synchronized everyView Point first - the list that pops up shows the various stuff that is on that island. y'know: animals, buildings, stores and missions types, plus of course chests and Animus Fragments ...these are especially exciting, don't you agree? What would the game be without them!? lol... Okay, 'nuff joking.
