Use the website called pcgamingwiki for such things. Knowing is half the battle.
And Black Flag can run on DX9, 10 and eleven, at least according to this nvidia page i just found:

As with most people i seem to be having some fps issues in the city so i'm looking over the config file to see what can be done about that.
