This should fix the frame drops (I haven't tried it yet, just about to test it out now):
https://www.nexusmods.com/assassinscreedivblackflag/mods/298

Here's some other mods that might do ya good. Each one is basically a modified game.exe, so you can only run one at a time (but the Kenway Fleet mod is only needed until you actually get past the intro into the minigame itself, then you can switch back to one of the others):

240fps mod:

Kenway Fleet mod:

i might've forgotten to mention i'm working with a 4080 from geforce now

Yeah, I should've said that MIGHT fix the issue, but unfortunately that frame drop fix didn't do anything for me (I'm on a 3070 Super, not using geforce now). I saw these steps too, but I'm spoiled by 144fps, so I'm not gonna bother, the frame dips hit me once every 30-60 minutes anyway, so not horrible, but maybe it'll help ya out.

anti aliasing txaa 2x
turn off physx
turn off vsync ingame but force it for the game thru nvidia control panel
max fps limit at 60 fps thru nvidia control panel
process lasso cpu affinity untick cpu 0
