And I trust that you're already using Ubi$oft Connect[ubisoftconnect.com] instead of the former UPlay that initially came bundled with Assassin's Creed IV: Black Flag (AC IV: BF), right?
And since Ubi$oft royally screwed the fullscreen and Kenway's Fleet feature inside the game upon their latest 4th of July so called 'update', I also advise you to keep this link's solution for that[www.nexusmods.com] handy too.
The short of it is, Ubisoft doesn't like people playing their old stuff, so they either flip a switch that makes it just not work entirely if it's a DLC or flip a switch that makes it a broken mess in the case of full games.
They should honestly be banned from Steam entirely at this point.
Other DLCs available but the fleet?
You dont have to do that mission, you can just leave connecting and it will give you another main quest. But yeah, it doesnt work for me either
