I still need to double check, but it looks like I have everything that is missing. And Ubisoft support did it all during the weekend. I thought I would have to wait to at least Monday.

I should refund the game. It should be illegal to sell bundled games and not have some games in it. That's straight up scammer behavior and it seems like the problem is much older than I thought.
