I'm also vastly assuming that you've just bought the game, since it was an over 10 years ol' one and, lately, Ubi$oft has been making terrible patchnig mistakes like for instance still having this game to start with their former UPlay launcher/store instead of the current one, UbiSoft Connect[ubisoftconnect.com].
And therefore, I suggest you to:
1) Download that one, from the link I've provided;
2) Uninstall UPlay if you still have it upon your PC and then reboot it;
3) Install UbiSoft Connect, then try starting the game from there and if it works then try it from Steam because most likely it won't give you any more issues at all.

But, I noticed that I had the standalone Freedom Cry in my Steam library (which I did not buy), hence unticked the BF DLC to save space, and downloaded the standalone, and that was good enough for me.
In case you also did focus on playing it as DLC, maybe that can help.
