Simply read the thread carefully and follows its links, period. Plain and simple.
U can actually deinstall and reinstall the game, so u can at least continue the story, but it still doesent fix kenways fleet.
And almost assuredly that you didn't bothered to actually reading the thread before posting this incorrect statement, right?

I rarely reply in this community but as this fix solved my problem I would like to broadcast that this is a fix for this issue.
Everyone has said how easy it is to do, and I agree that the steps are for the novice as well. What context I can add to this, was my concern of downloading and using someone's random file on my host. What this seems to be, is just a previous "real" published Ubisoft file, but a "previous" version. So this is just a way to "downgrade" to a working version.
This is the "previous" version downloaded in the mod (one can download it via virustotal as well) but it is signed by Ubisoft, and was first observed 2018

The signature is old outdated, but the file (this hash) was first seen in"The Wild" while the signature was valid, so should be fine

It doesn't work, tried that mod and it's not working.
Still can't load my fleet, lmao Ubisoft is such a trash company.
Did you make sure to add ".exe" to the end of the mod file? It has to replace the game's default AC4BFSP.exe file. I used this a few days ago and it worked perfectly (you may have to interact with the table enough to where you can start sending ships on missions, then you can swap back to the original .exe, or another one, like the FPS Cap remover mod that I'm using now).
You clearly haven't read the whole thread nor when this (purposedly inserted obsolescence) issue was made by an Ubi$oft Connect so called 'update' aroundd the last year's 4th July or so date.
So, I strongly advise you to actually read into things before making your own wild assumptions and post those. Just a tiny bit piece of advice or eventually even food for thought.
This just downloaded a media player file for me that doesn't work on media player. What am I doing wrong or is there something else I can do?
1. Go to this link and download the RAR file:

2. Open the RAR file and copy the "AC4BFSP" file to your desktop.
3. Rename it to AC4BFSP.exe
4. Copy this file into Steam's install path for Black Flag, overwriting the original file (you can copy the original file to back it up if you want):
\Steam\steamapps\common\Assassin's Creed IV Black Flag
5. You should now be able to advance the Fleet quest line.
Optional: After you get to the mission list for the fleet, you don't need that modified .exe file anymore, so you can either delete it and restore your original .exe (if you copied it, or if you verify your game files).
