The elite blueprints are found in chests or can be bypassed with the time saver technology pack. The time saver may no longer be available.
yeah, is the elite upgrade the 3rd or 4th upgrade slot for the harpoon damage?
the number of slots should not change, but you wouldn't be able to upgrade the harpoon strength to elite without the plans (or as The Dukenator said, without the technology pack).
if you didn't have the elite plans, the upgrade would have a red string of text that reads something like "required: elite harpoon plans". now that you have the plans, that red string should have a line through it, meaning you're able to upgrade that part of the Jackdaw.
edit: yes, the pack is in my DLC because i bought the gold edition recently. weird that it doesnt unlock every locked technology available...
One ship upgrade is from playing the fleet game. All others requires maps to locate.
The other time saver packs would show all collectibles/activities on the map. One increases the cargo limit to 2500.
The same timer saver packs appear in Rogue.
