if the time saver technology pack is enabled, this unlocks all of the elite ship blueprints.
There are no blueprints for the other upgrades. They do require a lot of resources.
And you can finish the story without touching the elite rank.
Although if you're bent in doing those 4 side objectives Red Naval Vessels that appear upon the world map, you might consider getting those as well. At least I recall that there was one that needed it from the initial time which I've played hte game.
