Warehouses wont refill, why?

I've heard people say warehouses do indeed refill, but other say it doesn't, so, I wonder, do the warehouses actually refill or is it a lie?
I've left them for half a year now, but they wont refill. If they're meant to refill, what am I missing?
I sometimes go back to the empty warehouses, but there seems to be no key holder, which I'd imagine is intentional.
One last thing, people say emptying them 'completely' refills them quicker, but I don't see how this works if they're already empty.
I'm really confused, please help.

Usually WareHouses you've recently raided won't refill that soon, but the others that you've visited that location longer ago they're usually refilled by then.

Another point that some ppl seem to be forgetting is that if you visit a location that has an Warehouse but you got close enough to it and it had loot, it'll lose the said wares if you leave the location without raiding the place.

Playing the game again,but for me I can confirm that the warehouses do refill.Raided tortuga warehouse and havana warehouse twice and just now saw that one of the warehouses in kingston got refilled.
I guess the order in which they refill is random.
