Report a translation problem
If the config save is corrupted, delete and the game will create a new one at default settings.

You might be having problems with the Steam Client, it offers a controller interface that might work with most games, it can also cause problems if you are using another driver/app/emulator for your device. With Steam open, look at the top for Settings/Controller/General Controller Settings.
There is a switch to turn these settings on/off for each game. Right click on the game in steam library and choose properties. "Steam Input Per-Game Setting" ; “Use your Global Steam Input" for on, "Force Off" to disable.
Try both to see what works, off should be ok for xbox gamepads as they have native support through Windows.
Basically what it does is try to translate keyboard games into your controller mapping. By doing this, all controller inputs look to the game like keyboard buttons, or worse dont appear at all.
