I enabled Adaptive Vsync and Tripple Buffering in the Nvidia Control Panel.
My monitor is 144 hz and I have set refresh rate to 60 Hz, stutter persists
Yes the game is internally capped at 61 fps vsync on or off. When I first played and finished the game back in 2014 on my 780 Ti, I had absolutely no stutter. i was playing on a BenQ 120 Hz monitor as well meaning the refresh rate is not the problem here.
Now I have a 1080 Ti and a 144hz monitor which I tried at 120 hz and 60 hz and it made no difference to the stutter.
This leads me to believe its the new hardware. Maybe the game has an issue with the 1000 series GPUs, the 1080 Ti specifically or Nvidia driver.
My framerate will drop to 55 and rapidly climb back up to 61. It is happening every few seconds now on the main hub cities and Greater Inagua. Very frustrating...
Use regular
In addition to setting regular vsync, try setting an fps cap of 59 or 60
Triple buffering in NVIDIA control panel or inspector here does nothing as that is only for OPENGL games, Black Flag is DirectX 11, so you can put that back to default
