Report a translation problem
There are errors listed being investigated and I did see upon checking mentioned that they close down 6th of may for maintenance or something.
Perhaps it's related?

Re-installing Uplay works for me. But after one launch I have the same issue and have to wait for a longer periode (>30secs sometimes). After that it will pass the multicultural message and launch the game
- Go to your Assasins Creed 4 Black Flag game folder (Steam\Steamapps\Common\Assasins Creed IV Black Flag)
- Right click AC4BFSP.exe
- Select Properties
- Select Compatibility
- Under "Run this program in compatibility mode for"
- Choose "Windows 8"
or try win XP or even win 95 (I've heard of that fixing it for some)
IF u have installed AC:BF through steam, then u should never launch the game through Uplay, nor login into UPLAY for that matter before launching the game.
This will make the game inable to connect to the Ubisoft servers, which also leads to a slow start (lag/freeze into the starting screen which says 'this game is made by a multi-cultural team' -> launch after a minute or so waiting).
If u launch the game through steam, without being logged into Uplay, then Steam will make sure u will launch the game in a correct way, and the game won't freeze beforehand.
Also setting the game to launch into compatibility mode might be a necessity beforehand.
But I have also linked my steam account within the Uplay app for pc.
One thing to note, if you go to the admin site of ubisoft for instance to change your password, and if your browser is blocking third party cookies it might not work. I found that some time ago. Changed it like 10 times, but it never happened until i tried that.
I have also (other) problems with uplay, recently they have an updated version, which solved my problem BUT introduced a new one..... Then they advised me to uninstall uplay, reboot and reinstall (making sure you have a copy of your saved files).
That didnt help unfortunately, but an idea for you may be to rename the cache folder in Uplay and then restart it. It should make a new cache, (and if not you still have the backup)
With a normal install it would be here C:/Program Files (x86)/Ubisoft/Ubisoft Game Launcher)
- Rename the folder to cachebackup and then restart uplay.

With steam app open- game list- right click on AC4 and chose ‘view CD key’.
Any chance you have more than one Uplay account?
