Intermmitent flashing blue screen in game

I am experiencing something that I have not seen before, in game the screen turns mostly blue and then goes back to normal before flashing mostly blue again. Sometimes when I restart the game it doesn't come back other times I have restarted multiple times before I get lucky and the flashing stops. I also notice that the faces of some characters I interact with flash different colors or different facial markings. Anyone else experiencing anything like this? If so have you found a solution? It's really annoying!

Turn off NVIDIA Reflex Low Latency in Display options.
