Games often don't install the assets for all of the languages because it increases download and installation size.
The reason why it's such a big deal to have Japanese voices available to us is simply because most of the Seiyu (voice actors) in Japan work with management companies. Most of the time their contracts just say "Japan" and they are getting paid for that. It's cheaper for the publisher to do that rather than paying for the rights worldwide.
Japanese Voice Actors management companies are not joking when it comes to that. These companies are very powerful over there and they won't let you use the work of "their actors" if you didn't pay for it.
At the end of the day it's just copyrights issues.
I don't know if that's the problem here but that's the case most of the time.
You're paying for what's licensed. You want them to license more, you pay more.

Pretty impressive game if you never played it before... though be warned FFX-2 is basically charley's angels (the movies.... not the series) But for PS2 games, they're very good.
I would say the easiest way to get jp voices is what I did with CotM:
get the PS ver with a JP Account. At least with CotM you need to set your PS5 to japanese as it uses the system language apparently, and the interface is japanese too, but this sadly only works if you understand enough japanese as you dont have english text
I don't own a PS5.
