AFAIK there is an infinite number of new games, yes. This allows you to finish the game as often as you want. There's nothing stopping you from collecting all blueprints. There's also nothing stopping you from deleting your save if you want to start over with nothing (instead of seeing which NG+x level you can reach).
I think it goes on forever. Some people on this forum claim to have been to NG11 and beyond.
Like our friend has stated, as soon as you get all the runes, the Fairy Chests will start to drop stat upgrades.
If you are having problems with the enemies, dont be afraid to use Curse Runes (Enemy Lvl. Down), you will still get a lot of money from chests and enemies alike.
It's really simple; you have one class that's okay for traveling around the map (Assassin) and one class that's amazing for traveling around the map (Barbarian King/Queen). For map travel, you equip only max armor equipment (including guardian items for equipment that wouldn't normally give an armor bonus), then set your runes to 4 haste 1 jump.
Keeping the map screwed down so you save your 'checkpoints', you can make it to the bosses in under 10 minutes, and down them (usually with Assassin in full slayer gear and 4 retribution rune 1 jump rune, or perhaps 3 retribution rune 1 jump 1 haste rune -- you should have crit chance % and crit damage % maxed in the castle, too) in 5 minutes, completing a full run-through in under an hour.
Barbarian King actually works amazingly well on some bosses; I just finished my last run by beating Ponce De Leon sloppily with 40% health remaining, then just walking into Johannes without healing and sloppily beating him too.
As for money problems, my stats were fairly poor at the time of NG++ as well. I wouldn't really worry too much about those and just buy a point as you go along. Most stats don't accomplish that much, but health is nice to have a lot of.
