Car level is an accumulated value based on parts applied to your vehicle. Every component provided has alternative values in several catagories, level 50 for example contains platnium which has catagory bonuses beyond what normal parts 49 and lower provide. Although this is true for player level cap 50, you may be against someone with higher acceleration, speed, grip etc. in a given catagory of a lower level part. So although your level may be higher, the percentage from the opposing vehicle may have a higher catagory variable in quality. The area that is higher may be enough to give them an edge in corners, or on a straight road.

Tip for a better racing experience:
Make sure your Grip is at least 65-70% of the total value of your speed & acceleration. This helps when boosting out of holeshots, and with shifting traction for higher output vehicles such as Lambos. Many people screw this up and loose traction quickly with higher level cars...they dump into speed and acceleration, and loose because they slide all over the place.
