Plus, the game would be far over the 18GB you had to download to play now. Did you also want your cars to run out of fuel, or stall in the cold? What about overheating to the point of radiator failure? Did you want that kind of detail in The Crew?
Ivory Towers couldn't fit every major city in the map, it would have been far too taxing for the developers and programmers. They couldn't even get the Skyline right (left hand drive on a GT-R...). Boston, Cleveland, a lot of major cities didn't make the cut. Time and space constraints.
