First of all disable all AA.
Next drop the geometry, shadows, motion blur and occlusion and wow your game just gained like 20 FPS.
I just want 640x480 resolution

That's not the purpose 'buddy', some of us have to try and get by with what we have and in those cases, you do what you have to do to simply play the game. Not all of us have to have amazing scenery blasted into our eyes to enjoy a game.
Computers do have to be upgraded or replaced every 4-5 years, because at that point, technology makes those parts inside your current build obsolete.
If it's not too much trouble, can you provide us with your computer specifications?
I don't know about OP but my computer is an i3 3225 @ 3.3ghz with an intel hd 4000 and 6gb ram. I would love to upgrade it, however it is an all in one computer with basically laptop internals.
Downside to that, is that you're usually grabbing a lower-end CPU that won't last 5 years (are i3 cores still dual-core, or have they moved up to quad?).
I also would NOT recommend laptops for gaming. They're far weaker than their desktop counterparts, in both performance and modding capabilities.
Mind you, I don't have the best gaming PC out there - The Crew barely runs at a constant 60+ fps at 1080p on my rig. I get a lot of drops to the mid-20's in high-density towns/cities.
