I do all the things that u wrote but stil same and now I cant open Uplay to. thank you very much that taking our time for that and also cheating us and take our money ubisoft!!!!

u have to go to Windows-Firewall Rules and then set the Profil of the 2 The Crew Port to All and u have to change local Port and Remoteport to: 3000, 3001, 3002, 3003. there is no option "Allow Uplay to connect using Proxy server"

Check if nothing prevents the game from connecting.
E.g. try disabling Firewall, anti-virus (especially Avast), or custom apps for preventing from connecting to certain IPs. E.g. PeerBlock.
Check here whether game servers are online:

Eventually you can try out VPN, if your provider blocks game access.
